In other words, the 5-pin glow plug connector has a pin that is shorting to ground? Could this be a glow plug that is fried and for some reason the glow plug is shorting to the block?

I am getting my multimeter out to test each lead. Where is this strap fuse? Is the arrow pointing to it?

It seems like there is a short between the 5 pin plug and the glow plugs. Check each of the lugs at the individual glow plugs for anything shorting, such as a leftover bolt or metal tool that was inadvertently left there.

Next you can try to plug in the 5 pin and individually disconnect each glow plug to see if one of them is overdrawing or shorted. May be enough of a draw to kill the accessories, but not quite enough to blow the glow fuse.
