DMV well give you this information if you have the correct owners name and it is a match with their records. You also need the License Number or vin Number
I'm _guessing_ you are talking California DMV and not NV DMV. DMV in California is interesting. They will _comfirm_ just about anything. If you know the year, make, and either VIN or License they will tell you when last registered and how much fees are due but they will not (or are not supposed to) provide any other information. Sometimes it depends on who answers the phone. I have called with a license, year, and make and been off by a year and they wouldn't tell me until I guessed the correct year. They will confirm an owners name but not provide an owners name.

So you are looking at $837 and a car that hasn't (probably) been driven for 14 years... Has it been stored indoors? If not, I would run away from it.
