Remember the purpose of the solvent is to dissolve the adhesive or at least break the bond with the substrate. You have to get all the dissolved/loosened adhesive off the substrate before the solvent evaporates or it will just remain on the surface.
So work a small area at a time, keep it wet with solvent, and be sure you get all traces off the substrate before the solvent tries.
