This is for someone else reading this thread. Due to the way the Window Motors Function they are not grounded through the Chassis like a Starter Motor is.
That means no matter what terminal of the Motory you probe when you turn the Switch on if your the other Voltmeter probe is grounded to the Chassis you are going to get Voltage at both Termanals.
While it is not the case in this thread where it actually sounds like the one Motor has an issue it is the Power Window Switches that are most often the cause of a Single Window not working OK. However, it is better to post the Symptoms or go to the:
