I was in special education until Middle School, and we were expected to follow the rules just like the rest. So, being special means nothing.

That's baloney. Light sensitivity is a MEDICAL issue, not a preference.
I know people who wear dark glasses all the time to avoid damage to their optic nerve.
Is CONFORMITY that important?
If the previous director gave letters to the special needs kids who deserved them, fine. If someone is afraid that the varsity letter's value is somehow diminished, then make the letter slightly different, to recognize a different kind of athlete.
Sometimes I think some of these people have the intelligence of a lizard, they operate on instinct without thinking, to keep "order"without really understanding what order is.
