Look at the diagram, it controls the stop lever rod....It has no way to control fuel injection, it simply keeps you from being able to have fuel control of the throttle/gas/go peddle...
Euro cars, that came with a type M injection pump had no such device and well it doesn't cause any of those issues you are referring...It will cause a black cloud issue "if" your climbing at altitude....but I haven't even noticed that on either of the cars...with or with out the ada...
