There is no turbo "shut-off." There is an overboost protection switch that is plumbed into the sensor line before the ALDA, but in practice you would have to be driving like a complete madman to have it engage.

At this age, each of these cars is different in sound and it can vary according to year, in some cases. It is not really 'normal' to have turbo whine, though many or most cars probably do. Not all (based on owner comments in other threads.)

The ALDA (layman's words definition) is an altitude compensator that governs fuel enrichment according to the pressure it senses from the manifold. It can be tweaked to provide fuel a bit quicker on acceleration. Some people who want more performance remove it. I am guessing that is what you are talking about.

There is a fuel shutoff inside the injection pump, but that has no relation to boost, only to over-revving, and in practice, by the time it would kick in your motor is more than likely done anyway.
