I would tell you to read the book of Job in the Bible for evidence of something like this where god tests faith through such trials, but you probably wouldn't take the bible as fact. As far as the parents irresponsibility, I guess it is similar to the case of Daniel Van Dam, but I wouldn't know because I am not a parent myself.
