The belt should be unrelated - though weird things DO happen. Given that both gages are affected I'd suggest that you add an extra ground wire from whatever the sensor grounds to (probably the head IIRC) and a chassis ground (maybe the battery - terminal). Poor grounds can throw anything electrical off in it's function and it's an easy thing to eliminate. Not saying that this is it, just that you can easily take it off the table.
