Did you mark the glow plug to be sure that it was actually turning? If not I'm going to assume that rather than it turning, the nut was simply rounding off. Gluing to it is probably your only chance at twisting it out. Most likely it will twist off and then you can go about pulling the remainder of the electrode and drilling the plug out.
