If you are NOT getting power to the fuses, then I guess the problem is in switches or somewhere in the fuse box.

I just had the same problem. I was going crazy cleaning wires and probing everything, and then I just took the fuses out and put them back in again for the third time and now it's on. Maybe these old fuse boxes need some extra wiggles sometimes.
