Every driving course in existence teaches you to use one foot for both acceleration and brake. Training the driver to use ONE foot for both functions means that someone who is competent and capable of driving can panic brake without fighting the full power from the engine at WOT.

If someone is incapable of mindlessly moving their foot to the correct pedal under a panic situation, they are not suited to drive a car. Sorry, there's not a better explanation.
