It is not impossible to fix it but not with the typical tools someone would have to work on their cars with. It is a machining job.

It would need to be accurately drilled out to a larger size. Then a steel busing with an OD that matches the hole and the hole size of the bolt in the center of it inserted in and perhaps epoxied in with JB Weld.

If you were able to do that would it screw up the balance? I don't know.
