No, the real drones are flown by pilots with instrument ratings. They have to be instrument rated in order to be adequately competent to keep their drones away from other aircraft. ATC coordinates drone flight just like any other. I am not speaking of the little helicopter drone that your grandkids got for Christmas.

If these kids were industrious and focused enough to be pilots it would be quite different.
