Find some thick gasket material from the auto arts store and make a 3rd gasket.

Or perhaps someone who has some extra fuel injection pumps could supply you with one.
The bigger problem is if you get the bent tab on the Shutoff in the wrong place the Engine runs away and you need to do something like block the air off from the Engine to shut it off.

When you look inside of the Fuel Injection Pump you see a slot in a bend on the metal rack. That is not the slot for the shut off.

The attached picture is one with the ALDA cover on the top of the pump removed and the top of the picture is forward.
