Update. After swapping in a known good MAS with no effect did the same with a ECU and the cars systems instantly came to life. Now have cold start and can pull diagnostics from a blink so the ECU was stone dead on this car since I have owned it. Ran well on just the mechanical CIS surprisingly but now is a much more responsive car to drive. Good thing is now I know much about how to diagnose issue on this system as a couple weeks ago the new no name ebay coil the former owned suddenly died. Ohm readings on the primary and secondary on the coil were in spec so I was looking at other things with no effect. Installed a new Bosch coil and the car fired right up. Between the 2 issues I had to really dig into understanding how this ignition and the KE Jetronic system works which isn't a bad thing.
