Found a spring tensioner which connected into a wheel, with the top end hooking onto a plastic fitting at the front/top of the engine.

It had a bolt which when undone and withdrawn, allowed the tension spring to be loosened for the belt to be fitted, after which one uses a bar to lever the fitting back up to position and refitting the bolt.
