I assume you recently re-installed Outlook Express or IE. ..

Microsoft has this "smarter-than-thou" attitude about these things and tries way too hard to protect you from yourself.

Fortunately, the fix is easy.

Tools-Options
select the "Security" tab, and un-check the setting for "Do not allow attachments to be saved or opend that could potentially be a virus."

Should be good to go.
