SLK Parking Brake Adjustment

I took my 98 SLK, 50K on odometer, to the dealer for state inspection and asked them to adjust the parking brake. It worked but I had to pull the lever up about 8 clicks before it would grab. They charged me $220. for the adjustment- no parts involved. They removed the calipers, pads and rotors to do the adjustment. I thought you could adjust the parking brake through the hole after removing the lug nut. Am I correct? I have the feeling that I paid for excessive labor. What do you think? By the way, it works fine after they did the adjustment.
