oil burner

I'm looking at a mid to late 70's 300D
turbo. I'm wondering what the fuel consumption for this model is for mostly in town driving when in good tune ? The salesman says it's hard starting, needs extra battery boost, smokes and is rough running, suspension works and one PW doesn't work. The rockers are rusted out and it has a set of mismatched lousy tires. Offered it for 2K CDN$ all in but think it could be acquired for half that. I know a little about diesels from working around HD equipment, but you more experienced know what to look for specifically for this model. Are these cars very economical to run fuel usage wise if they don't need anything major ? Thanks in advance for any inputs - R.V.
