My 240D without block heater started just fine after sitting overnight in -5F cold. I'd check valves, too. Also, 23-24 MPG is normal for an automatic, especially on winter diesel. 67BHP pulling 3250 pounds does affect MPG. Hang onto your 240. Not too many good ones left.
