Transmission.
Neither of my cars have it but, my son's 85TD does. It somehow works in conjunction with the vacuum bleed valve on the IP and the turbo boost pressure to provide more consistent shifting under moderate throttle settings.
To get reasonably good shifts out of his, I believe that we dosconnected the hose you are holding in the above pic. But, his transmission is questionable.
