The real way do do it. Just pump some diesel/gas mix, solvent, or thin oil into the exhaust after the turbo.

What I really do with BAD tailgaters is I wait until I start to pass a slower car on the highway then I match the slower cars speed. It will really piss them off since they *can't* pass or go faster. This really helps on the 55mph roads where people tend to go 65mph.
