Help! Bad smell from vents with AC

I have been noticing a strong unpleasant smell when I run the AC.
It has been upgraded to R134, but I don't think this is a factor. It smells like rubber hose like you have just walked into a tool store. There is no smell when the heat is on. Center vents work. Also, over time there is a very slight film deposited on the inside windshield over the defroster vents. I am not losing any coolent or freon. I also see very small particles of some black material blown out of the vents.

Where is this coming from? Someone told me that there is a horse-hair filter of some kind deep in the dash - maybe under the heat exchanger but I don't know how to confirm or repair this. I don't want to just spray it away, but would rather know what the problem is and fix it.

I am willing to remove the dash if necesary.
