These temp conditions sound normal. Regardless of the fact that the thermostat is allowing full coolant flow, the fans do not kick in until higher temps. The engine-driven fan will not be fully locked until the temp starts to approach 95-100C. Also the aux cooling fans do not turn on high until around 110C and cycle on and off on low speed according to refrigerant pressure.

I would not worry about anything unless the temp is getting hotter than that. The cooling system will not be doing everything it can in slow traffic with all the fans blasting away as hard as they can until around 110C.
