The EGR is off at idle, yes in a very minute way it may lower the amount of unburnt fuel but I wouldn't count on seeing a noticeable difference. If the EGR valve is functioning properly you can just plug the vacuum line and it won't work anymore, but if the spring in it is to weak it may be leaking all the time (not very common though). If it is so clogged it isn't working then it doesn't matter if you shut it off or not.
