From a graphics perspective, not very much. I mean you'll be able to do any desktop publishing/basic imaging kind of stuff. Not much gaming though. Higher end design and CAD stuff - forget it.

A friend of mine's a senior engineer with ATI. Works with the Radeon cards. The new video cards are essentially miniature computers themselves, working along with your main CPU. They have their own memory, chips, cooling and power demands. They are designed specifically for the kind of algorithms used for high-end graphics reproduction.

So basically, if you want strong graphics, get the best graphics card you can afford.

Any of the new AMD processors are a good choice for your CPU.

All IMHO of course...
