The first thing to check is whether the driver's rear window works.

If it works fine, then the switch is indeed the most likely culprit.

If it does not work, then replace the fuse, whether it looks good or not.

If the exchange of switches does not work, then you are going to have to pull the door panel and apply 12V and a ground directly to the motor leads to see if you can get the window to operate.
