Try to pull the center of the strip fuse up, they often crack across and make intermittant contact but look fine.

Also, if the fan comes on when you hit a bump sometimes, the brushes are worn out, power is fine (had a work van I had to stop and bang on the blower motor once in a while, we put four or five motors in it over 275000 miles).

Havent pulled a wiper motor yet, but will be doing so in the TE shortly to lubricate the wiper arm slide pin, something I suggest you dom while you are in there, it's much cheaper than a new motor.
