no, thats not the wastegate, thats the intake control flap, or whatever its called. the wastegate is on the actual housing of the turbo, on the bottom of the exhaust side of it. its a small valve integral to the turbo and has a vacuum element linked to it. i think you have to take the turbo out of the car to really clean it.
