Sounds like the regulator is squealing to me. With Starmark warranty you should be a shoe-in to get the long filter update done for free. I'd put up a fight if they don't agree. How many miles on it now, and how many when you bought it, and how long ago did you buy it? It's very possible that they were obligated to update the filter prior to putting under Starmark warranty.
