85 300TD wagon

AC system is open (not charged) - What are the chances that one of the switch over valves is not working? Specifically the air recirculation valve. The vacuum pod has been changed (the old one leaked). The new one is fine with the mity vac. When operating the the buttons (Engine on) the recirc flap (not the main air flap) will move about 1 to 2", then quickly move back. While the engine is on the flap is open - allowing fresh air in. In other words - does not recirculate air in cabin. When engine is off - recirc flap is closed (recirc mode). Anyone have this experience?
