SLS Valve in 190E 2.3-16v defective ???

Just installed new Eibach Pro-Kit Springs! Handling is more controllable. But, my 16v car is so high in the rear that I wonder if my SLS Valve Lever is defective or not ???? I went underneath the car when it was on a flatbed and unhooked the Adjustment Rod from the SLS Valve Lever. Then I moved the Lever in an upward direction, I could feel the rush of Fluid moving inside the Valve, the car rear started getting higher. Then, I started to slowly move the Lever downward in small increments and the car would not move down and there was no noise/feeling of Hydrauic Fluid rushing through the Valve ! What shall I do? Shall I replace the Valve? Help ! I replaced my OEM springs at all 4 corners with Eibach Pro-Kit Lowering Springs and now my car is higher than ever (really ironic) ! Also, should I place 100 kg weight in my trunk before I adjust the SLS Valve Lever? Thank You!
