I finally got around to taking a closer look at this.. there is no way to "pry up" the cap covering the base of the wiper arm. It is held in place by a rivet which is the axle for the wiper arm. In order to get under there I will have to cut off the rivet and then replace it with something suitable afterwards.. I just hope that the bolt or nut isn't stripped.
