He was adamant and very clear that he would not spend that money to cover the federal budget. Then what did he do?

Jim...you are toeing the DNC party line with that response.....You forget 9/11 which would not have happened had Clinton taken Bin Laden when he was offered us.
There might not have been 9/11 and all the costs in lives, and cost to the economy that precipitated from that.
If the UN had not been actively participating in the Food for OIL scam...the largest in history, Saddam might have complied......again....8 years of inaction left Bush no choice.
Saddam was moving his weapons before we got the with the arms inspectors because he was being tipped of through the scam.....then he refused all addmittance to them.... then he had a couple years to hide everything. The document he did turn over to the UN shows he had WMD, what he did not show is proof that a single one was disposed of.
12 years of material breach of the cease fire agreement lead to the need to depose him.
France , Germany, Russia were all on his payroll and I am certain we will find out Koffi Annan wil lbe implicated now that the UN had a NO confidence vote on him this afternoon and he lost.
