If the pull and rotate method doesn't get it out then chances are that the tangs on the stamped steel retaining ring have spread ( when the little vandal pulled up hard on the star) and it just can't fit out through the hole again. At this point you have to cut the spring allowing the star part to come out the top of the hood and the retaining ring out the bottom.
