Need more info on 450SEL A/C Pulley

The bolt in the center of the pulley just holds the pulley on the arm?! The large attachment bolt holds it on the block, so it would seem that just moving the arm until the belt is tight would create tension, but why not leave the whole assy. in place and adjust tension by moving the compressor into position ??
