The solder on one of the pins in the connector that plugs on to the switch may have become brittle. It's possible when you moved the console, and later replaced the switches, the wires moved enough to loosen a connection, resulting in high resistance and a slow motor. Then, the solder joint completely opened, and thus no motor operation.
It's not for the faint of heart, but the connector can be pried open. The connector pins and wires will then be loose, so take care and keep track of which pin/wire went where... If you find a pin that's separated from its wire, it can be re-soldered. Not fun, but possible
