Yes. Adjusting the bowden cable to shift at higher RPMs (counterclockwise adjustment) will also make the transmission downshift at lighter throttle. Basically, the Bowden cable just tells the transmission how much you're pressing the accelerator, i.e., how fast you want to accelerate and the transmission shifts accordingly.
