fuse overheats

i am having a problem with my blower motor fuse. it keeps heating up to the point that the metal gets discolored and black burns form around the terminals. i replaced the blower motor, thinking that would fix the problem, but i had no such luck. the contacts that the fuse slides in between has a thin white layer of something covering almost the whole contact. could this be the culprit?
also, i have heard of an aftermarket kit that moves the blower motor fuse to a more suitable location and keeps it from overheating. does anyone know the part number for that kit?
