Basically what I am trying to do is remove, or lift the large black roundish rubber/plastic cover at the base of the arm in order to have a peak underneath. Does that cover come off easily, if so how?

In fact, about a year ago, I noticed that this cover had dislodged. It somehow had lifted-up on its own. At the time, I just pushed on it, and it went back into place. I just don't know how to remove it at will.
