The correct process is this: With your headlights off, turn your key to position 1 (acc) and all instrument cluster warning lights should come on (including your check a light burned warning). Turn key to position 2 (turn on engine). All warning lights should go off.

Then, turn on your headlights (with your engine on) and your warning for a light burned should come on if all circuits are correct and you have a headlight burned out.
