A little different W124 tumber/steering lock issue

I have a little different steering lock/tumbler issue on my 87 300TD. I have searched the forums and learned a lot, but my problem is a little different.

The facts:

- The steering lock is not engaged, i.e. i can (laboriously) turn the wheel
- The key turns, but only a little. If off is 11 o'clock, it turns to 12 o'clock
- Yesterday, I got stuck and monkeyed with the key until upon key removal I heard the tell-tale click of the steering lock engaged - then the key turned and started fine. I realize know I should have used that oppotunity to remove the cylinder.
- I can't turn the ignition because the steering wheel lock is not engaged.

Does this sound like a tumbler issue? I will keep goofing with the switch in hopes that I can remove the cylinder. I have a couple pieces of welding rod cut and ready to go!
