vacuum valve woes not whoas

Corrected a problem with engine shutoff valve incorrectly hooked up (thanks guys!) now have a different problem. Engine still won't shut off. Vacuum valve works correctly when I apply vacuum, so does ingnition switch shutoff, the problem is not getting vacuum. The line to the switch connects to a white valve beside the master cylinder. There is no vacuum to this connection, but one inch away on the same line there is another connection which does have vacuum and when I connect the line there, the shutoff works perfectly.

So the question is, is there some sort of shutoff or one way valve at the vacuum connection? Is it just plugged? Should I drill it out, replace the valve or what? This white plastic valve looks like a one way valve to preserve brake vacuum when the engine is shut off.
