The shutoff diaphragm is located on the injection pump behind and below the white (probably yellow by now) vacuum control valve that regulates the transmission vacuum. You will see this white valve near the back of the injection pump. Look for a single hard Tecalan line that extends behind and slightly below this valve. That's the line to the shutoff.
When you find it, remove the hose from the shutoff and connect the Mityvac to the shutoff. Start the engine and try to shut it down with the Mityvac. If you can do this, then the shutoff diaphragm is fine and the problem is either at the ignition switch, or you have a vacuum leak to, or from, the ignition switch.
If you cannot find the shutoff diaphragm tomorrow, repost and I'll go take a photo of it for you.
