there are only two hoses, if they are reversed the engine will not turn off. one of the rubber hoses and the metal nipple should have blue paint. those two go togeather. if no paint try switching them and see if it turs off.
if you replaced the steeing lock assy some do not come with the plastic cam inside to acuate the valve to turn off the engine, you have to use the old one.
