The top tool you are missing is part number 1295810066
It has a 6 mm hex on one end and a 10 mm open end wrench on the other.
My bet is that the posts on the replacement top will need adjusting to fit her car. The mis-fit is probably all that is preventing it from latching.
The procedure for manually operating the latches is in the owner's manual.
The latches are two-stage in operation. Meaning it takes two clicks to manually latch/unlatch them. You should click each side to the first notch before proceeding to the second notch. I hope this description makes sense.
If I recall correctly, the left and right latches operate in reverse rotation from each other.
