The fusible link is a protection for the serpentine belt. It is at the A/C compressor ad is supposed to disengage the A/C compressor from the serpentine belt if the compressor seizes. This is to protect the belt.
As stated above, first step would be to check the charge on the system. If the system is low on refrigerent, the compressor will not be allowed to engage in order to protect it from damage.
