legal cause of action would probably interfearance with the quiet and peaceful enjoyment of your property. the allegations may have to be that they bother you in your home and your car. i am not sure the car thing alone would work. however, you may be able to get a restraining order against the owner with the light if you showed that it was a danger to the navigation of your driveway.

any of the legal options will be expensive. go talk to him--that will give bhd less of an excuse to bash lawyers.
