That's amazing that they're pushing their bureacracy in a time of economic rebuilding.
It's almost as ridiculous as the Triangle Shirtwaist factory in the 20's checking children for theft while trying to exit a burning textile building thereby jamming up the fire escape and causing even more fatalities.
